Côte d'Ivoire Joins Countries Aligning UN SDGs with African Union Targets in Policy Planning Tool

Côte d'Ivoire becomes the latest African country to receive training in the Integrated Planning and Reporting Toolkit from the UN Economic Commission for Africa

22nd November 2021 (Abidjan, Côte d'Ivoire) – Côte d'Ivoire has become the latest African country to receive training in the Integrated Planning and Reporting Toolkit (IPRT) from the United Nations Economic Commission for Africa (ECA).

The online instrument is used to support African countries in structuring National Development Plans (NDPs) alongside goals, targets and indicators of both the UN’s 2030 Agenda for Sustainable Development and the African Union’s Agenda 2063.

“Our country will begin the implementation of its new NDP 2021-2025, which capitalizes on the achievements of the previous plan, and takes up the challenge to address and accelerate the achievement of the Sustainable Development Goals and Agenda 2063,” Côte d'Ivoire’s Minister of Planning and Development, Nahaoua Yeo, told attendees. “This training reflects the government's commitment to mobilize all expertise available, to equip all national actors in charge of planning and monitoring and evaluation with the technical tools for optimal monitoring of public policies with regional and international sustainable development agendas.”

Côte d'Ivoire is the latest African country to receive training this year after Benin, Botswana, Burkina Faso, Cameroon, Comoros, Egypt, Gambia, Liberia, Morocco and Niger. Previous nationally focussed training sessions were held in a hybrid form involving online and in-person due to Covid-19 social distancing restrictions. The training session for Ivorian officials was held fully in-person at the Hotel Ivotel in Abidjan between Nov. 16 and 19.

The IPRT displays the level and strength of alignment between goals via an easy-to-use dashboard. Accessible from standalone and networked computers, it can be used offline in areas of limited internet connectivity. The system is hosted at the ECA and available to all AU members and regional economic communities through servers.

Data aggregated at regional and sub-regional levels is available to all users. Country level data is available only to national officials with user passwords and member states decide which part of their data can be made public.

“The timing of this training is ideal since Côte d'Ivoire is nearing the end of its planning cycle, so it offers an opportunity to evaluate your plan from the perspective of alignment with your national priorities and regional and global commitments,” Bartholomew Armah, Director of the Macroeconomics and Governance Division at the ECA, said in his address to delegates. “African countries have made efforts to reduce the adverse effects of the pandemic on lives and livelihoods through increased fiscal spending on social support, lowering interest rates, providing tax relief and securing resources from multilateral and bilateral sources but it has not been enough to prevent millions of people being pushed into poverty. It is therefore important for countries to recalibrate their development plans to optimize the use of their resources.”
