Monrovia, Liberia, 10 March 2025 (ECA) - The Macroeconomics, Finance, and Governance Division (MFGD) of the United Nations Economic Commission for Africa (ECA), in collaboration with the Ministry of Finance and Development Planning (MFDB) of the Government of Liberia, conducted a hands-on training workshop on the Integrated Planning and Reporting Toolkit (IPRT). The workshop was held to facilitate the digitalization of the Government’s new National Development Plan 2025 – 2029, Arrest Agenda for Inclusive Development (AAID), its alignment to the 2030 Agenda, Agenda 2063 and the Doha Programme of Action (DPoA) and reporting on these national, continental and global agendas using the IPRT developed by ECA.
The training was held in response to the request of the Government of Liberia, through the Ministry of Finance. It will be Liberia’s first IPRT training and it took place in Monrovia, Liberia, from 3 to 7 March 2025, with a virtual preparatory component from 18 to 20 February 2025.The event brought together participants from key ministries, agencies and commissions like the Governance Commission, the Liberia Institute of Statistics and Geo-information services, the Liberia Water and Sewer Commission, National Monitoring and Evaluation Unit, the Ministry of Agriculture, the Ministry of Education, the Ministry of Health, the Ministry of Public Works, and the MFDB. By the end of the workshop, participants noted that the IPRT was user-friendly, facilitated access to past plans, and will enable effective national development plan monitoring. They expressed that they would explore using it for Liberia’s sectoral and county level plans.
In her opening remarks, Ms. Christine Umutoni, the United Nations Resident Coordinator in in Liberia expressed her gratitude for ECA's ongoing support in Liberia’s development planning and emphasized that there is the need to replicate and contextualize IPRT usage in Liberia’s 15 counties. Oyebanke Abejirin, Officer-in-Charge of the Development Planning Section, MFGD in ECA noted that “ECA is pleased to have worked with the government in the development of the new National Development Plan - AAID, and to now support the implementation of the AAID through the digitalization and alignment of the plan to global and continental agendas.”
Major achievements of the training were the digitalization of the AAID and its alignment with the 2030 Agenda, Agenda 2063, the DPoA, and the national budget. Mr. Wellington Barchue, Assistant Minister of Planning, noted that the support was highly valued and will enable “better tracking of all development interventions made by government, development partners and stakeholders.” He expressed government’s achievement in the work on mainstreaming the DPoA into the NDP, noting alignment results showing that the “ARREST Agenda is 83% aligned with the DPoA”.
The ECA remains committed to supporting African countries in developing technology-enabled, future-ready National Development Plans, as well as sectoral and subnational plans. Additionally, the ECA will assist in building robust monitoring and evaluation frameworks and advancing the implementation of Integrated National Financing Frameworks.
