Case Study on Liberia’s Digital Infrastructure

This case study examines the state of Liberia’s digital infrastructure as a foundation for digital trade. It analyses the country’s internet, data-related, payment, platform, and logistics infrastructure, identifying strengths, weaknesses, opportunities, and threats. Despite the arrival of fiber-optic connectivity through the Africa Coast to Europe project, Liberia faces persistent challenges of affordability, coverage, and internet quality. The report highlights progress in digital payment systems—particularly the success of mobile money—and ongoing efforts to modernize postal and logistics systems. It concludes with recommendations for policy reforms, regulatory enhancement, and investment to support implementation of the AfCFTA Digital Trade Protocol and foster Liberia’s inclusive digital economy.
