The study tour to the Mozambique revenue authority with FDRE officials

Maputo, Mozambique, 18 November 2022 - As we continue to support the economic reforms undertaken by the Government of the Federal Democratic Republic of Ethiopia, in collaboration with its Ministry of Finance and Ministry of Revenue, ECA organized a Study Tour to the Mozambique Revenue Authority on 16-18 November 2022. The main objective of the study tour was to facilitate peer-learning to Government officials, to ensure efficient and effective implementation and administration of the country’s Customs Excise tax stamp project.

The study tour will assist the Ethiopian Ministry of Revenue/Customs in the implementation and administration of the new Excise tax law and build the required capacity within the ministry to ensure efficiency and sustainability in the implementation of the project. In particular, the aim of the exercise was to learn from the Mozambican experience with regard to the implementation and administration of customs excise stamps by the Government of Mozambique, including associated lessons learnt and challenges encountered during their own implementation process.

The study tour also involved site visits to really understand the different steps of the process excise duty stamps are being implemented in different industries such as the tobacco cigarettes making, beer brewing and spirits producing industries as well as how the Mozambique Revenue Authority tracks and traces these stamps embedded on different products. It is believed that the lessons learnt from the tour will play a significant role in ensuring the effective implementation of the project in Ethiopia, resulting in increased revenue from customs stamps.
