IDEP Empowers Uganda's Policymakers with Tailor-Made Course on Human Resource Development Planning

Dakar, 5th January 2024 – The African Institute for Economic Development and Planning (IDEP) of the United Nations Economic Commission for Africa (ECA) organized a Tailor-Made Course on "Human Resource Development Planning" for Uganda from 27th November to 8th December 2023.

IDEP strengthened the capacity of planners and policymakers involved in the formulation of human resource development Plans in Ministries, Departments and Agencies (MDAs)/Local Governments (LGs), to ensure that they have the knowledge required for human resource development planning approaches, and the different actors and key stages involved.

Thirty-five Uganda’s middle and senior level policy officials directly connected with or responsible for planning, designing, managing, monitoring, and evaluating human resource development policy and instruments in their MDAs/ LGs attended this training.

“Our commitment extends beyond the provision of training; we aim to facilitate an exchange of ideas, best practices, and global experiences that will enrich the perspectives of the participants and contribute to the holistic development of Uganda”, said Bakary Dosso, Head Training and Research Division at IDEP.

“Our Institution is honored to be a partner in this endeavor, providing support, expertise, and a platform for the realization of these objectives”, he stressed.  

“The timing of this training program is crucial as it aims at enhancing the capabilities precisely as we embark on the journey to formulate the fourth National Development Plan (NDP-IV), the corresponding National Human Resource Development Plan, as well as the strategic plans for MDAs and the respective HRD Plans”, appreciated Joseph Muvawala, Executive Director, National Planning Authority of Uganda

“This training program is not generic or one-size-fits-all, but an explicit and well crafted, tailor-made designed specifically for our context”, he added.

Filling capacity gaps in work and employment planning

Human Resource Development Planning is new in Uganda, and there exist capacity gaps among Government planners in labour and employment planning. Therefore, considering the need to fast-track the development of the MDA/LG, human resource development plans, it is crucial that the capacities of the development planners across MDAs/LGs are built in such critical area.

As provided for in the National Human Resource Development Planning Framework (NHRDPF) and National Planning Authority (Development Plan) Regulations 2018, each Ministry, Department and Agency (MDA) as well as Local Government (LG) is to develop a Human Resource Development Plan whichshall be an Annex to the MDA/LG Strategic Plan. To develop this plan, each MDA/LG is required to undertake an assessment of the MDA/LG-specific human resource needs and therein phase-out medium-term interventions towards realizing the required human resource for eachMDA/LG. The process for human resource development planning at each level needs to be comprehensive, participatory, and inclusive in terms of representation and content.

It’s in this context that the Ministry of Planning has presented IDEP with a request, highlighting the critical need to strengthen the capacity of government planners in the domain of “Manpower Planning and Development” and “Labour and Employment Planning and Budgeting”.

This request is in line with the third National Development Plan (NDPIII, 2020-2025) of Uganda, the first to fully integrate human resource development planning.

IDEP, as an institution committed to fostering economic development and planning across the African continent, recognized the significance of such initiatives in building resilient and prosperous nations.
