Financing Climate Action and a just Energy Transition in Southern Africa
Challenges and Opportunities

This Paper explores how Southern Africa can mobilize climate finance to achieve a just energy transition. It analyzes the subregion’s vulnerability to climate impacts, energy sector structure, and financing gaps. The paper reviews instruments such as blended finance, green bonds, carbon markets, and debt-for-nature swaps, and outlines policy levers to attract private investment while maintaining fiscal stability. Regional cooperation and regulatory reforms are emphasized to scale adaptation and mitigation efforts, support green industrialization, and ensure social inclusion.
