Specifically, the ACPC will:
- Implement programmatic interventions focussing principally on supporting the integration of climate information and services into transboundary natural resources management, rural and urban planning, settlement planning and development, social policy and disaster risk management, and strategies for managed internal migration in member states;
- Carry out analyses of climate impacts on livelihoods in order to support strategies for the management of relationships between communities, particularly between sedentary communities and transhumance pastoralists, in addition to internal community relationships around issues of access to land and natural resources;
- Address vulnerabilities and build resilience of economies, communities and ecosystems to the impacts of climate change. ACPC will provide analytical support to AUC to strengthen disaster risks and conflict nexus. This element will support disaster risk reduction in conflict-affected states, and also strengthen post-war and post disaster recovery efforts.
Expected impact
Reduced vulnerability and improved livelihoods for economies, ecosystems, infrastructure and communities at risk of being impacted by adverse climate effects in Africa.
Ultimate outcome
The ultimate outcome expected from the implementation is: “Improved sustainability, inclusiveness and climate resilient development in Africa”. Despite the fact that ACPC does not have sole control of the ultimate outcome which is envisaged at the end of these interventions, appropriate measures will be taken to assess whether the outputs implemented under this support have: (i) made measurable contributions to the change or are (ii) still relevant and pertinent to African governments climate objectives.
Intermediate outcomes
These intermediate outcomes reflect the change in policy, decision making and performance, resulting from the development of institutional and human capacity, through partnerships with national governments, RCCs, RECs and other regional partners.
The Sweden support will contribute to four immediate outcomes achieved by implementing the respective selected outputs, namely i) Enhanced capacities of African member states to harness opportunities under the framework of the Paris Agreement; ii) Strengthened human and institutional capacities of regional, national and sub-regional bodies to promote and implement climate smart investment in member States; iii) Improved capacity of African countries in integrating climate change and variability into development planning, policies and processes; and iv) Mechanisms for coordination of climate interventions operationalized at ACPC.
The delivery of this project’s activities is a collaborative undertaking that ropes in partnerships with institutions represented in the project’s multi-stakeholder advisory group (MSAG). Members of the advisory group include GGGI, AUC, AfDB, PACJA, UNDRR, UNU-INRA, CCAFS and WMO.
The project interventions are organized into four areas of focus, i.e. i) Technical support for integrated implementation of Nationally Determined Contributions (NDCs); ii) Building the resilience of African economies, societies and ecosystems to climate change; iii) Addressing vulnerabilities and managing climate-induced insecurity; and iv) Coordination, Knowledge Management and Partnerships.
