What would it take to achieve the Sustainable Development Goals in Africa
New estimates of the financing gap

This report assesses Africa’s progress towards achieving the Sustainable Development Goals by 2030, highlighting persistent financing gaps as a critical barrier. Using unit cost and elasticity approaches, it estimates annual financing needs between $802 billion and $1.67 trillion, with gaps ranging from $670 billion to $848 billion. Findings reveal significant subregional disparities, with least developed and low-income countries carrying the heaviest burdens. The largest shortfalls are in social protection, education, health and infrastructure sectors. The study underscores the urgency of scaling up investments, improving domestic resource mobilization, enhancing fiscal efficiency, and strengthening international cooperation to close Africa’s SDG financing gap.
