ECA is holding, in partnership with FSD Africa, the Second African Forum on Sovereign Finance on “Enhancing Fiscal Space and Debt Sustainability” on 6-8 May 2026 in Addis Abeba.
Building on lessons learned from the 2025 Africa Climate Summit (ACS2) in Addis Ababa and recent regional policy dialogues, the forum aims to strengthen African debt management offices’ ability to operationalize post-COP30 priorities and align sovereign debt management with the evolving global architecture for sustainable and climate finance.
The meeting will focus on aspects such as leveraging sustainable finance as a tool for debt management, credit enhancement and productive investment; integrating sustainable finance instruments; and strengthening collaboration and partnerships with key stakeholders - including credit rating agencies, institutional investors, philanthropic foundations and multilateral agencies – to better align sovereign risk assessments with ESG-linked performance indicators; and help mobilize concessional and blended finance at scale.
Key discussion topics will include: Sustainable Finance in Debt Management; Debt Sustainability and Creditworthiness; Institutional and Data Readiness for Sustainability-Linked Instruments; Developing a Sustainable Finance Roadmap and Engagement with Investors; and Credit Rating Agencies and Philanthropic Entities.
