Context and Territorial Rationale

African island and coastal nations are at the forefront of the global climate crisis. They face disproportionate impacts such as coastal erosion, declining marine biodiversity, and extreme weather events that threaten their economies.

Despite their rich biodiversity and marine resources, they lack a unified information system and face significant institutional barriers to securing international funding to mitigate the negative impacts of climate change. Scattered sectoral efforts diminish the nation's overall response capacity. Therefore, establishing an integrated regional platform within the African Island States Climate Commission (AISCC) is crucial.

In Equatorial Guinea, the implementation of the RESIslands project, with technical support from the United Nations Economic Commission for Africa (UNECA), represents a historic opportunity. It will enable the development of a shared data infrastructure, the design of bankable proposals for the Green Climate Fund (GCF), and the establishment of a Scalable Impact Mechanism that unifies the island regions (Bioko and Annobón) and the mainland with its adjacent islands (Corisco and Elobey).

Objective

Hold the official launch of the RESIslands Initiative in Equatorial Guinea, formally introduce the national project manager, and confirm the commitment of the directorates-general, national institutes, and focal points for international conventions to secure institutional support for the project.

Specific Objectives

• Present the policy framework and strategic scope of the RESIslands project, led by the Ministry of the Environment and the Blue Economy.
• Officially introduce the national project manager and establish channels of interministerial communication.
• Identify and prioritize national technical training needs in climate resilience and the blue economy.
• Identify profiles of priority and concurrent projects in Equatorial Guinea to avoid duplication and maximize co-financing.
• Outline the institutional roles required to populate the data infrastructure and validate the technical timeline for collecting baseline information.

Expected Results

• The RESIslands project is officially launched with the support of the government and participating international agencies.
• The national coordinator is formally recognized by the sectoral ministries and technical focal points.
• The first critical areas for technical training and priority project profiles for Equatorial Guinea are identified.
