Background and Rationale
Currently, Equatorial Guinea lacks modern, integrated, and nationwide hydrometeorological infrastructure. Existing monitoring capabilities are fragmented and limited, leaving the country without access to real-time climate data or the technical capacity to forecast extreme weather events. This technological and information gap undermines national climate resilience, directly affecting public safety, agricultural production, and socioeconomic development across both the insular and continental regions.
Under the RESISLANDS initiative, addressing this issue has been designated a Top National Priority. To tackle this structural challenge using empirical data, the Malabo Baseline Questionnaire—a technical assessment rigorously identifying institutional, human, and operational gaps in the sector—has been implemented.
This three-day workshop is convened with a strategic co-design approach. The event will serve to jointly review and validate the findings of the questionnaire, using them as a technical foundation to structure a bankable project proposal. This proposal will be formally submitted to the Green Climate Fund (GCF) to secure funding for the establishment—for the first time—of a unified national hydrometeorological network.
