PROGRAM RATIONALE


The world is hardly hit by an unprecedented crisis due to COVID-19 pandemic. This sanitary crisis, which affects millions of people worldwide, has also adverse impacts on global economies, especially on the least developed countries. In the context of the implementation of global development agendas such as 2030 Agenda of United Nations, this situation needs to be addressed urgently to help achieve the attainment of the Sustainable Development Goals (SDGs). This requires a proactive development planning process that adopts a holistic approach and includes all the sectors of an economy.
The post-COVID-19 thinking should be on the design of development policies to cope with a similar shock in the future and mitigate its effects on the economy. In addition, these measures should be aligned with the existing continental development initiatives such as Agenda 2063. The 6th session of the Africa Regional Forum on sustainable Development held in Zimbabwe in February 2020, was an opportunity to share lessons and accelerate the implementation of both the 2030 Agenda and Agenda 2063 of the African Union. Therefore, the design, implementation, monitoring and evaluation of development plans must be in accordance with regional and global frameworks.
In order to implement these recommendations, capacity building is fundamental. It is against this backdrop that a digital training programme on sustainable development planning is organized to equip African development planners and policy makers with relevant planning skills.


LEARNING OBJECTIVES


The course aims at strengthening the capacities of African government officials and development planners involved in the planning process and provide them with the required tools for designing, implementing, monitoring and evaluating relevant and resilient development plans, aligned with continental and global development agendas.
